{"id":9623,"date":"2025-08-27T22:26:19","date_gmt":"2025-08-27T22:26:19","guid":{"rendered":"https:\/\/braknapost.info\/?p=9623"},"modified":"2025-08-27T22:26:19","modified_gmt":"2025-08-27T22:26:19","slug":"le-fmi-evalue-la-situation-financiere-du-senegal-et-soutient-un-nouveau-programme-de-reformes","status":"publish","type":"post","link":"https:\/\/braknapost.info\/?p=9623&lang=fr","title":{"rendered":"Le FMI \u00e9value la situation financi\u00e8re du S\u00e9n\u00e9gal et soutient un nouveau programme de r\u00e9formes"},"content":{"rendered":"<p data-start=\"101\" data-end=\"445\">Une mission du <strong data-start=\"116\" data-end=\"155\">Fonds Mon\u00e9taire International (FMI)<\/strong>, dirig\u00e9e par <strong data-start=\"169\" data-end=\"186\">Edward Gamiel<\/strong>, a effectu\u00e9 une visite au S\u00e9n\u00e9gal du 19 au 26 ao\u00fbt pour \u00e9valuer la situation financi\u00e8re et \u00e9conomique du pays et discuter des mesures correctives que le gouvernement entend mettre en \u0153uvre, suite au rapport de la Cour des Comptes publi\u00e9 en f\u00e9vrier dernier.<\/p>\n<p data-start=\"447\" data-end=\"680\">La mission a examin\u00e9 les causes et l\u2019ampleur des <strong data-start=\"496\" data-end=\"513\">\u00ab anomalies \u00bb<\/strong> dans les donn\u00e9es financi\u00e8res entre 2019 et 2023, ainsi que l\u2019\u00e9volution de la dette publique et la possibilit\u00e9 d\u2019\u00e9tablir un <strong data-start=\"637\" data-end=\"677\">nouveau programme soutenu par le FMI<\/strong>.<\/p>\n<p data-start=\"682\" data-end=\"1158\">Edward Gamiel a salu\u00e9 <strong data-start=\"704\" data-end=\"806\">l\u2019engagement des autorit\u00e9s s\u00e9n\u00e9galaises en mati\u00e8re de transparence et de responsabilit\u00e9 financi\u00e8re<\/strong>. Il a pr\u00e9cis\u00e9 que les discussions ont port\u00e9 sur des <strong data-start=\"859\" data-end=\"885\">r\u00e9formes structurelles<\/strong>, notamment la centralisation de la gestion de la dette, le renforcement du r\u00f4le de la Commission nationale de la dette publique, l\u2019ach\u00e8vement de l\u2019audit des arri\u00e9r\u00e9s, la cr\u00e9ation d\u2019une base de donn\u00e9es centralis\u00e9e et le renforcement progressif du compte unique du Tr\u00e9sor.<\/p>\n<p data-start=\"1160\" data-end=\"1427\">Le FMI a r\u00e9affirm\u00e9 sa disponibilit\u00e9 \u00e0 soutenir Dakar dans la conception d\u2019un programme de r\u00e9formes centr\u00e9 sur <strong data-start=\"1270\" data-end=\"1290\">quatre priorit\u00e9s<\/strong> : la transparence financi\u00e8re, la relance des secteurs strat\u00e9giques, la justice sociale et la r\u00e9silience face au changement climatique.<\/p>\n<p data-start=\"1429\" data-end=\"1738\">Cette visite intervient dans le cadre de la pr\u00e9sentation, le 1er ao\u00fbt, par le <strong data-start=\"1507\" data-end=\"1541\">Premier ministre Ousmane Sonko<\/strong> en pr\u00e9sence du pr\u00e9sident <strong data-start=\"1567\" data-end=\"1590\">Bassirou Diomay Fay<\/strong>, d\u2019un <strong data-start=\"1597\" data-end=\"1638\">plan de r\u00e9forme \u00e9conomique et sociale<\/strong> visant \u00e0 corriger ce que le gouvernement a qualifi\u00e9 de <strong data-start=\"1694\" data-end=\"1735\">\u00ab fardeau \u00e9conomique catastrophique \u00bb<\/strong>.<\/p>\n<p data-start=\"1740\" data-end=\"2041\">Le plan repose \u00e0 <strong data-start=\"1757\" data-end=\"1792\">90 % sur des ressources locales<\/strong> estim\u00e9es \u00e0 <strong data-start=\"1804\" data-end=\"1837\">5,667 milliards de francs CFA<\/strong> pour la p\u00e9riode 2025-2028, incluant des recettes fiscales suppl\u00e9mentaires (2,111 milliards), le recyclage d\u2019actifs (1,091 milliard) et des financements alternatifs non li\u00e9s \u00e0 la dette (1,352 milliard).<\/p>\n<p data-start=\"2043\" data-end=\"2285\">Les r\u00e9formes incluent des mesures institutionnelles, l\u2019am\u00e9lioration de la gouvernance, la rationalisation des d\u00e9penses publiques et l\u2019augmentation des recettes via la fiscalit\u00e9 num\u00e9rique, verte et bleue, ainsi que l\u2019exploitation des terres.<\/p>\n<p data-start=\"2287\" data-end=\"2522\" data-is-last-node=\"\" data-is-only-node=\"\">Un audit r\u00e9alis\u00e9 par <strong data-start=\"2308\" data-end=\"2325\">Forvis-Mazars<\/strong> a r\u00e9v\u00e9l\u00e9 que la dette publique centrale, estim\u00e9e \u00e0 <strong data-start=\"2377\" data-end=\"2403\">74,4 % du PIB fin 2023<\/strong>, a \u00e9t\u00e9 r\u00e9\u00e9valu\u00e9e \u00e0 <strong data-start=\"2423\" data-end=\"2432\">111 %<\/strong>, pour atteindre <strong data-start=\"2449\" data-end=\"2469\">118,8 % fin 2024<\/strong> en raison d\u2019engagements ant\u00e9rieurement non d\u00e9clar\u00e9s.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Une mission du Fonds Mon\u00e9taire International (FMI), dirig\u00e9e par Edward Gamiel, a effectu\u00e9 une visite au S\u00e9n\u00e9gal du 19 au 26 ao\u00fbt pour \u00e9valuer la situation financi\u00e8re et \u00e9conomique du\u2026<\/p>\n","protected":false},"author":7,"featured_media":9624,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[29,27],"tags":[],"class_list":["post-9623","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-economie","category-monde"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.8 -
